Cornwall Council has set out the next phase of plans to redevelop the area around Newquay railway station, after the Cabinet member for transport formally signed off proposals linked to the Mid Cornwall Metro project.
The scheme includes removing short-stay parking spaces on Cliff Road to create improved walking and cycling links, although opponents have warned the changes could impact trade along the stretch of road because of the loss of 18 roadside spaces.
A report to the Cabinet member confirms that Newquay Phase 2 will deliver a net gain of 58 parking spaces overall, with most of the replacement capacity coming from an expanded Tolcarne Car Park, which will provide 66 additional spaces. The Tolcarne site is expected to be built ahead of the main Cliff Road works to minimise disruption for residents and businesses during construction.
Further parking changes include eight new on-street bays on Oakleigh Terrace and three new disabled spaces on Cliff Road, outside Wetherspoons. The main construction phase is forecast to be completed by December 2026.
Phase 2 forms part of the wider Mid Cornwall Metro programme and follows the delivery of Phase 1 earlier this year. It includes upgrades to Cliff Road, public realm improvements outside the station, and redevelopment of Tolcarne Coach Park.
Among those raising concerns is Dirk Parker, owner of K2 Gym, who launched a petition opposing the removal of Cliff Road parking spaces. He described the decision as “a sad day for common sense and democracy”, claiming more than 1,000 people signed the petition and arguing that an independent assessment suggested the changes could cost local businesses £1.2m a year. He said many firms rely on short-stay parking for customers making quick visits.
While Mr Parker welcomed the conversion of the former coach park into a 55-space pay-and-display site, he argued it could have been delivered independently of the Cliff Road changes.
Cornwall Council says the improvements are intended to support safer, more accessible routes around the station and enhance connectivity as part of the Mid Cornwall Metro project.
