A planning application could be submitted for up to 260 homes on land opposite Hendra Holiday Park on the edge of Newquay.
The site, off the A392, was the subject of a pre-application request for outline planning permission last September.
Savills has now asked Cornwall Council whether an Environmental Impact Assessment is required for the proposed development. The outline plans set out a maximum of 260 homes with access, landscaping and open space, although the final number of houses is expected to be lower.
The 11.6-hectare site lies within the Newquay Growth Area, just south of the Nansledan community. It is bordered by the A392 to the south, the railway line to the north, and agricultural land to the east.
Plans have also changed since the earlier submission, with proposals for business start-up units removed from the scheme.
